Abstract
The problems of determining the effectiveness of increasing the strength of concrete by the criterion for reducing the consumption of reinforcing steel for compressed and bent iron concrete elements are considered. By based on research with using of economic-mathematical methods was proposed analytical sequence for assess and detection retional area using of high strength concrete of elements reinforce concrete frame. Was performed the computer modeling of optimal variety cross section of reinforced concrete element by criterion of dematerialization and rational using class of concrete and reinforcement. In result of analisys established optimal area application concrete of high strength classes compression capacity, for flexural member in monolithic reinforced concrete frame by сriterion reduction in consumption of working reinforcement. The results of research are using in designing and building skeletonized monolithic buildings higher floors.

Abstract
The article provides information about the shape factor of the flat areas with a convex contour in the form of portions of circle (sectors, segments, etc.), the formulas for calculating the shape factor of such areas, and investigated their isoperimetric properties and regularities of changes in a variety of geometric transformations. Indicates that the received data can be effectively used in the development of geometric methods for solving problems of structural mechanics and, in particular, problems of technical theory of plates and torsion of prismatic rods. Provides illustrations showing the extreme properties of the shape factor of the considered subset of the areas.

Abstract
An analytical dependence is constructed for the product of the square of the natural frequency of the plates in an unloaded state on the static deflection from an external uniformly distributed load (w 0 ω 2 ). Analysis of the dependence obtained shows that the value of the proportionality coefficient in the product w 0 ω 2 for a given type of plate with a convex contour and combined boundary conditions (any combination of hinged support and rigid pinching along the contour) is constant.Functional dependence «maximum deflection - vibration fundamental frequency» for elastically isotropic plates of random form with convex contour and combined boundary conditions (any combination of hinge support and rigid contoured fixing) is set up. We suggest the method of determination of maximum deflection of full-scale structures in the form of uniformly loaded plates, by vibration fundamental frequency of plates-models in unloaded state obtained experimentally. Examples of application of the proposed method.

Abstract
This paper continues a work on simulating of seismic waves fields based a given accelerogram [Stroiyel’stvo i rekonstrukzija 2, 2015, p.p. 20-26]. An algorithm is based on decomposition of original accelerograms in a Fourier series and applied for simulating of the Love waves field. However, there are circumstances that complicate a generation of spatial wave field. Surface Love waves arise in an elastic medium, consisting of a layer lying on a stiffer half-space. Love wave is dispersive, i.e. its phase velocity depends on a frequency; moreover, several waves with different phase velocities can exist to a single frequency. This paper provides an analysis of a dependence of roots of a dispersion equation (phase velocities) on the frequencies and layer thickness; the formulae are derived for the simulating Love wave propagation. A source accelerogram is considered as a set of harmonic waves. For each frequency the phase velocity of the first order Love wave is determined. The result of this simulation is horizontal movement accelerations of ground particles at any point of the layer and elastic half-space. For an example, calculation of seismic field using a record of horizontal movement of Gazli earthquake (May 14, 1976, 2048 points, duration 13.48 c) is considered.

Abstract
The results of experimental data on the work of concrete and reinforced concrete elements exposed to the action of aqueous solutions containing chlorine ions are presented. On the basis of the method of limiting states and kinetic laws of interaction, conservation of mass sorption, a design model is developed that allows to predict the design and residual life of bent elements. Features of the work of bent elements with composite reinforcement are considered.

Abstract
This article is devoted to the problems of designing housing in tropical countries. Taking into account the natural conditions of the locality distinguishes the traditional architecture of all countries, especially those that have unfavorable climatic characteristics for humans. Tropical countries are characterized by a changing climate with periods of various extreme for the human body indicators. High temperatures are difficult to tolerate in a humid climate. However, the dry hot climate also has its drawbacks. Increasing the comfort of a person's stay in buildings in a tropical climate should first of all be addressed through thoughtful planning decisions. These solutions have an economic advantage, they provide a permanent protection against adverse factors that do not require permanent additional investments

Abstract
The article deals with issues of the use of photoreactors with growing algae as an element of urban construction. Using microalgae photobioreactors can solve multiple tasks: getting a third-generation biofuels, carbon dioxide recycling, wastewater disinfection, oxygen regeneration, and water purification from nutrients. Multi agent system has been used to discover the most efficient urban strategy for local photobiological treatment plants. Project addresses the multi-dimensional optimization problem by describing the mechanism of clustering in urban areas of movable cellular automata, in accordance with laws of the formation of ecological niches in nature. Structurally, we propose to make the main technological nodes from the translucent membrane. Photoreactors with algae are placed on the building’s architectural shell. The construction form is optimized with using a genetic algorithm.

Abstract
For areas with a large number of sunny days per year (the southern regions of the Russian Federation have 2000 sunny days per year), the energy efficiency of buildings can be significantly improved through the use of the strategy of passive solar heating. This strategy is universally applicable for low-rise and partly for multi-storey new and reconstructed buildings and can be implemented by designers in order to reduce the consumption of non-renewable energy sources for heating and cooling of the building. For convenience in the design of buildings and structures and, in particular, the calculation of heat loss and energy efficiency class, maps of the isolines of the heating degree days and solar radiation of the Southern Federal District have been developed. At present, the issues of improving environmental safety and reducing the technogenic impact of human activities in the construction sector, saving non-renewable resources, developing renewable energy sources are urgent. The essence of "green architecture" is the use of natural and local building materials, taking into account the historical roots and, if possible, the design of buildings with a large proportion of passive solar energy in the energy balance of the building. In the architecture of a passive low-energy house, three systems of passive solar heating of a building can be present: direct solar heating (through windows), solar space (a greenhouse, a conservatory, a winter garden, an atrium) and an air collector. The assessment of the advantages of a passive solar system in terms of excess specific heat energy due to solar heating during the heating season in the climatic conditions of the Crimea proposed in the article. For convenience in the design of buildings and structures and, in particular, the calculation of heat loss and energy efficiency class, maps of the isolines of the heating period and the maps of the isolines of solar radiation in the Southern Federal District have been developed. An algorithm for the formation of solar shading devices using the model of the daily solar cone is proposed. The use of passive solar technology is a simple and low-cost way to conserve nature, and to generate energy. The strategy of passive solar heating dictates special approaches in architectural design of buildings ("green" architecture) for the purpose of their cooling and heating. The task of cooling the building is, first of all, the task of architecture, which significantly reduces the cost of electricity for air conditioning. Only an integrated approach to the design and calculation of buildings can give a result corresponding to the real class of the energy efficiency.

Abstract
The indicators of housing and communal services state and development in 113 Russian cities are studied. The collected information covers data on 12 indicators in Russian municipalities for the period from 2006 to 2015, presented in the Federal State Statistics Service database: the number of sources of heat supply, the length of heat, water, gas and sewerage networks, the total living quarters area and the dilapidated housing area, etc. A method is proposed for a comprehensive assessment of housing and communal services state in cities on the basis of determining the indicative events probability, differing in the representation of the objects state through a combination of indicators and joint events in their simultaneous observation. The Russian cities multiparametric ranking was performed on the separate indicators set. Based on the proposed models, the existing trends in urban development in the urban planning field, housing and communal services and landscaping are studied.

Abstract
First presented is a brief study of the history of the manor museums on the territory of Kursk region (modern Kursk and Belgorod region) for half - the second half of the twentieth century and the turn of XX-XXI centuries. Also considered the experience of the past, for example the preservation of the manor house (early eighteenth century) in Borisovka Sheremetev. Identified the problems of the preservation of estate collections and values of Kursk region, stored in the collections of the Kursk regional Museum of local lore, regional Museum of Rylsk and others. First presented archival materials and drawings are not executed in the implementation of working project of reconstruction of the complex of the estate of Ivanovskoe of Hetman Mazepa. The study provides combined information on existing estate exposures in Marino, Bogoslovka, Golovchino, Vinnikova, Bilyi kolodyaz ' for inclusion in the tourist routes on the theme of "Country estates of Kursk region". The material presented about a recent event in the modern history of the manor of Kursk, which is the revival of Vorobievka, with the program of reconstruction of the Museum-estate of Afanasy FET.

Abstract
The considered problem of production of porous gypsum products in local gypsum binder in the Karachay-Cherkess Republic. The proposed technology of production of foamed gypsum, which adopted the technology of foam concrete production method of dry mineralization of the pen. The choice of foaming agent comparative evaluation of the investigated parameters of the blowing agents of different classes. The developed method of designing compositions of foam plaster for obtaining products for a given average density. Defined boundary conditions for the obtaining of the wall of foam products from local gypsum binder conforming to the requirements of GOST. Using modern research methods found that foam products meet the requirements of the standards for the production of appropriate construction products and works.

Abstract
The article considers the problem of creating impenetrable protective circuit in buildings of special construction. Identified shortcomings of the traditional methods of sealing cracks in reinforced concrete walling. The proposed composition of cement composite injectable materials having a predetermined strength and rheological properties, and fill the cavities of the joints between the precast concrete products and in the grouting of metal structures and narrow vertical cracks due to the action of magnetic fields. The results of studies of the process of structure formation and properties of cement composite injection materials with a ferromagnetic filler from waste of industrial production with two-stage magnetic treatment (first water, then water-cement mixtures) effective for sealing cracks at the interfaces concrete-the concrete in vertical joints of large-panel buildings and metal and concrete in reinforced concrete constructions protective special construction under the influence of external local magnetic field.

Abstract
The new edition of DBN B.2.6-31 "Thermal insulation of buildings" was implemented in Ukraine on May 1, 2017. This document is the implementation of the Directive of the European Parliament and the Council of EU 2010/3/EC "On energy efficiency of buildings". It is based on a set of normative documents on energy efficiency that were developed over the past decade; they cover about 30 norms, standards and guidelines for the design, testing of heat engineering indicators, calculation, and audit of energy-efficient buildings. We consider a brief history of the development of national building codes after the Declaration of independence of Ukraine. We analyze norms on climatology, heat engineering, illumination, and insolation, as well as their interrelations with the standards for designing housing. It is shown the gradual tightening of requirements for thermal insulation of buildings and improvement of methods for optimizing the light environment of premises. We give main differences between the new version of DBN V.2.6-31 and the previous version. The main attention is paid to the design of a building as a single energy complex, including a heat insulation shell and climate system. We give a scheme of coordinating international standards with the national requirements to design and calculation of the energy performance of buildings. We accentuate the necessity to design of sun protection devices in order to optimize the insolation mode of the premises for both their passive heating in winter and protection against overheating in summer. The developed norms establish minimum energy efficiency requirements on energy demand for heating and cooling. The further development of energy efficiency standards is associated with the development of minimum energy efficiency requirements for the overall energy consumption of buildings, which will fully comply with Directive 2010/31/EC. We also give other possible ways to increase the energy efficiency of buildings in Ukraine.

Abstract
The obtained values of dynamic viscosity of bitumen with polymer additives in the temperature range 70-180 OS and the additives consumption of 6-8% from weight of bitumen. The determination of rheological sensitivity, and proposed formula to calculate the sensitivity of bitumen with additives to reduce the temperature and increase the consumption of additives. The selected temperature intervals of the allowed values of dynamic viscosity of bitumen at the stages of formation of the asphalt concrete. Determined rheological sensitivity of bitumen with additives at the stages of preparation and compaction of asphalt mixes. A method for determining and determined by the acceptable process temperature of bitumen with additives and asphalt mixes respectively at the stages of formation of the asphalt concrete.
