The scientific and technical journal “Stroitel'stvo i rekonstruktsiya” (“Building and Reconstruction”) is the assignee of the scientific journal “Izvestiya OrelGTU. Seriya “Stroitel'stvo. Transport”, which had been published quarterly by Orel State Technical University (currently Orel State University named after I. Turgenev) since 2003 to 2009. Since the end of 2009 to nowday, the journal has been published under the name “Stroitel'stvo i rekonstruktsiya” (“Building and Reconstruction”) with a peridiosity of 6 issues per year.

Creation of the journal was initiative of Acad. RAACS, Prof. V.I. Kolchunov , Prof. Yu.I. Goncharov, Prof. T.N. Kolesnikova, Prof. V.I. Korobko, Assoc. Prof. D.V. Danilevich, Acad. RAACS, Prof. V.M. Bondarenko, Prof. V.A. Zorin, Acad. RAACS, Prof. N.I. Karpenko, Prof. A.V. Korobko, Corr. Member RAACS, Prof. E.A. Korol, Prof. S.I. Merkulov, Acad. RAACS, Prof. Y.I. Olkov, Corr. Currently, the editorial board of the journal has expanded and includes leading scientists and specialists in the field of construction, architecture and urban planning from Russia, Ukraine, Belarus, Poland, Germany, Slovenia, and France.

The journal is included in the List of leading peer-reviewed scientific journals of the Higher Attestation Commission of the Ministry of Science and High Education of the Russian Federation for the following scientific directions:
